2. Purpose.
This directive prescribes a waiver process for the initial entry training (IET) completion requirements for Reserve Component Soldiers.
3. Applicability.
The provisions of this directive apply to the Regular Army, Army National Guard/Army National Guard of the United States, and U.S. Army Reserve.
4. Policy.
a.
Pursuant to reference 1a, the Reserve Components (RCs) of the United States Army are the Army National Guard of the United States and the U.S. Army Reserve.
b.
Pursuant to reference 1b, all RC Soldiers are required to complete IET within 24 months of the effective date of appointment, enlistment, or initial entry into the Selected Reserves to meet worldwide deployability standards.
IET includes:
- Basic Combat Training (BCT)
- One Station Unit Training (OSUT)
- Advanced Individual Training (AIT)
- Basic Officer Leader Course (BOLC) A
- Basic Officer Leader Course (BOLC) B
- Warrant Officer Candidate School (WOCS)
- Warrant Officer Basic Course (WOBC)
c.
The Secretary of the Army waives the 24-month training requirement in the case of healthcare providers and in the following cases:
(1)
Soldiers actively attending training with a completion date beyond 24 months from the date of appointment.
(2)
Soldiers with a reserved training seat, as a split option, or Soldiers who are delayed due to training seat nonavailability resulting in a timeline exceeding the 24-month IET requirement.
d.
All other cases require a waiver from the Secretary of the Army.
This waiver authority is not delegable.
(1)
Requests for waiver will be submitted by memorandum to the Secretary of the Army thru the Deputy Chief of Staff (DCS), G-1 (ATTN: DAPE-MP, 300 Army Pentagon, Washington, DC 20310-0300) from the National Guard Bureau with the State adjutant general’s endorsement (Compo 2) or from the Chief of Army Reserve (Compo 3).
The memorandum must cite the reasons why training cannot be completed in accordance with the 24-month training requirement and must provide the projected date of completion.
(2)
Requests for waiver must be received by the DCS, G-1 no later than 20 months of service from the date of appointment or enlistment.
Waiver requests received after that date will not be considered and will be returned without action.
(3)
All requests for waiver received by the DCS, G-1 in accordance with paragraph 4d(2) of this directive will be forwarded to the Secretary of the Army for approval no later than 23 months from date of appointment or enlistment.
5. Responsibilities.
a.
The Assistant Secretary of the Army (Manpower and Reserve Affairs) will coordinate with the Chief, National Guard Bureau; the DCS, G-1; and the Chief of Army Reserve to establish separation program designator codes for failure to complete IET within 24 months, ensuring that relevant information management systems have been updated with the required separation program designator codes.
b.
The DCS, G-1 will issue guidance for the Commanding General, U.S. Army Human Resources Command on waiver request processing and use of the new separation program designator codes.

6. Proponent.
The Assistant Secretary of the Army (Manpower and Reserve Affairs) has oversight authority for this policy, and proponents will incorporate its provisions into Army regulations within 2 years of the date of this directive as follows:

7. Duration.
This directive is rescinded on publication of the revised regulations.
