J2B — Geospatial Operations Professional

Warrant Officers and enlisted Soldiers whose duties Include applying geospatial operation principles to plan, design, develop, and disseminate Geospatial Information and Services (GI&S) within Mission Command, Geospatial-Intelligence (GEOINT) organizations, and the National Geospatial- Intelligence Agency (NGA).

Must maintain professional qualification standards within the National Commission for Certifying Agencies (NCCA) GEOINT Professional Certification (GPC), possessing the Fundamentals (GPC-F) certificate and meeting one of the following criteria:

(1) Possess a graduate/postgraduate certificate and/or master’s degree from an accredited college or university with a focus/track in Geographic Information Science (GIS) & Technology (GIS&T), Geodesign, Remote Sensing, Surveying Engineering, Geomatics Engineering, or Spatial Analysis, or;

(2) Possess a certification from the National Geospatial-Intelligence College from the Geospatial Information & Services Officer Training Course (GOTC), and meet any one of the requirements listed below

(a)

Possess an undergraduate certificate and/or bachelor’s degree from an accredited college or university with a focus/track in Geographic Information Science (GIS) & Technology (GIS&T), Geodesign, Remote Sensing, Surveying Engineering, Geomatics Engineering, or Spatial Analysis, or;

(b)

Bachelor or higher degree in Geography, Geology, Geological Engineering, Geotechnical Engineering, or;

(c)

Landscape Architecture Accreditation Board (LAAB) accredited bachelor or master’s degree in Landscape Architecture, or;

(d)

Planning Accreditation Board (PAB) accredited bachelor or master’s degree in urban, city, regional or environmental planning, or;

(e)

Possess a certification from an accredited institution that uses the GIS&T Body of Knowledge to certify their education program, i.e. the Geographic Information Systems (GIS) and Professional (GISP) certification from the GIS Certification Institute (GISCI), the GIS & Analysis Tools, Remote Sensing & Imagery Analysis, or Geospatial Data Management Certificates from the United States Geospatial Intelligence Foundation (USGIF), or ASPERS (American Society for Photogrammetric and Remote Sensing) Certification.

Certifications that cover GEOINT, Remote Sensing, Cartography, Photogrammetry, Geography, Geology, Land Survey, Earth Science (geoscience) and Engineering must be based on the GIS&T Body of knowledge.

J3B — Licensed Engineer Professional

Warrant officers and enlisted Soldiers must be trained in project, system or equipment designs, engineering determinations concerning contract award or other major aspects of design and construction work to be performed by engineers, or authoritative interpretation and administration of construction contracts.

Must successfully pass and maintain one of the entry-level credential exam associated with certification or licensure for mission-related tasks:

(1) National Council of Examiners for Engineering and Surveying (NCEES), Professional Engineer (PE) exam and PE license, or;

(2) National Association of State Boards of Geology, Professional Geologist (PG) exam and Registered Geologist, Professional Geologist or Professional Geoscientist license, or;

(3) All required divisions of the National Council of Architectural Registration Boards (NCARB), Architectural Registration Exam (ARE) and Registered Architect license, or;

(4) All required divisions of The American Society of Landscape Architects (ASLA)’s Landscape Architecture Registration Exam (L.A.R.E) and Landscape Architecture license, or;

(5) American Planning Association, American Institute of Certified Planners (AICP) Certification Exam and Certified Planner certification.

J3J — Special Operations Foreign and Non-standard Armorers Course

J4B — Degreed Engineer Professional

Awarded to warrant officers and enlisted Soldiers whose duties include applying engineering principals to plan, design, or construct structures or facilities to support military operations.

Must possess one of the following academic degrees, and pass the respective exam related to licensure in the discipline of the degree, along with any additional requirements as stated below:

(1) Bachelor’s degree accredited by the Accreditation Board for Engineering and Technology (ABET) Engineering Accreditation Commission (EAC) in any discipline of engineering and pass the Fundamentals of Engineering exam, or;

(2) Professional Bachelor of Architecture (BArch) or Master of Architecture (MArch) accredited by the National Architectural Accreditation Board (NAAB); at least one division of the Architectural Registration Exam (ARE) if permitted by licensing jurisdiction (state), or either the Construction Specifications Institute’s Construction Documents Technologist (CDT) certification or U.S. Green Building Council (USGBC)’s LEED Green Associate exam; and enrollment in the Architectural Experience Program (AXP) through the National Council of Architectural Registration Boards (NCARB), or;

(3) Master or Bachelor of Landscape Architecture (MSLA or BSLA), or Bachelor of Science in Landscape Architecture (BSLA) accredited by the Landscape Architecture Accreditation Board (LAAB); pass at least one section of the The American Society of Landscape Architects (ASLA)’s Landscape Architecture Registration Exam (L.A.R.E) if permitted by licensing jurisdiction (state), or either the Construction Documents Technologist (CDT), Envision Sustainability Professional, or U.S. Green Building Council (USGBC)’s LEED Green Associate exam, or;

(4) Regionally accredited degree in geology, geoscience or geological engineering, and the Fundamentals of Geology exam (FG), or;

(5) Complete the minimum education requirement in surveying related coursework as required by any US state or territory licensing jurisdiction/board for the Registered or Professional Land Surveyor license, pass the Fundamentals of Surveying (FS) exam, and enrolled as a Land Surveyor in Training/Intern.

J6B — Project Engineer Professional

b. PDSI qualifications.

Awarded to MOS 120A and 125D warrant officers and CMF 12 enlisted Soldiers trained in duties of contracting associated with base camp construction, geospatial system and product development, manning expeditionary protection, and/or survivability.

Warrant officers whose duties include various management procedures employed to assure the quality of troop or contracted construction and developmental projects, or other contracted requirements.

Soldiers appointed in writing by the contracting officer who provides technical direction, clarification, and guidance with respect to the contract specification and statement of work; a contracting officer’s representative (COR).

Serves as the technical liaison between the contractor and the contracting officer and is responsible for ensuring satisfactory performance and timely delivery as set forth in the contract; a contracting officer’s technical representative (COTR).

Soldiers who are required to systematically plan activities that directly support projects and ensure their completeness.

Must be in compliance with Department of Defense Instruction (DoD- I) 5000.72 and complete the following:

(1) Defense Acquisition University Contracting Officer’s Representative Course, or;

(2) United States Army Corps of Engineers (USACE), General Construction – Quality Verification (QV) course.

For use with MOS 120A warrant officers with special qualifications for utilizing engineering, design, scientific and management principles and practices, to protect health and the environment while reducing the impact of resource requirements on missions and operations.

Must complete the Army Training Requirements and Resources System (ATRRS) Environmental Officer Course (distant Learning (dL) or resident) and achieve one of the following credentials:

(1) Master’s Degree, or Post-Graduate/Graduate Certificate in Environmental Engineering, Environmental Management, Environmental Science, Environmental Chemistry, Environmental Toxicology, Energy Design, Energy Management, Sustainability, Sustainable Development, Sustainable Planning or Sustainable Design, or;

J8B — Facilities Engineer Professional

b. PDSI qualifications.

For use with MOS 120A warrant officers and CMF 12 Enlisted Soldiers possessing special qualifications for duties requiring diverse skills focused on the design, construction, and life-cycle maintenance of military installations, facilities, civil works projects, airfields, roadways, and oceanic facilities throughout the acquisition process, including providin engineer expertise for design and construction contracts for facilities.

Duties involve all facets o life-cycle management from planning through disposal, including design, construction, environmental protection, base operations and support, housing, real estate, and real property maintenance.

Advising or assisting commanders and acting as, or advising, program manager and other officials in executing all aspects of facilities management, and the mitigation/elimination of environmental impact in direct support of the Defense Acquisition process in support of DoD or Army requirements.

Positions requiring warrant officers to meet o exceed the training requirements for Defense Acquisition Workforce Improvement Act (DAWIA) certification in Facilities Engineering, and have knowledge of engineer roles and responsibilitie in the construction contracting process.
