2. Purpose.
This directive standardizes the Army’s definition of Home of Record (HOR) and prescribes Department of the Army (DA) policy and procedures for requesting a change to the HOR after commission, appointment, enlistment, induction, or order to active duty.
3. Applicability.
This directive applies to the Regular Army, U.S. Army National Guard/Army National Guard of the United States, and U.S. Army Reserve.
4. Policy.
a. On official documents, the HOR is defined in reference 1e, appendix A, and may be one of the following:
(1)
An address in the United States or a U.S. territory.
(2)
An address in an authorized overseas enlistment location.
(Current authorized overseas enlistment locations are Germany, South Korea, or Japan.)
(3)
A U.S. citizen’s actual residence in an overseas location, when the applicant is ordered to active duty (such as Active Duty Operational Support (ADOS)) for the U.S. Army National Guard/Army National Guard of the United States or the U.S. Army Reserve.
(4)
A U.S. citizen’s actual residence in an overseas location, if the applicant was transported to an authorized overseas site for commission, appointment, enlistment, induction, or when ordered to active duty.
b. Change to HOR.
All requests for changes to a Service member’s HOR due to a bona fide error or break in service as outlined in reference 1e will be submitted as a personnel action request through the self-service application in the Army’s Integrated Personnel and Pay System-Army (IPPS-A).
All requests will be staffed through the following approval authorities and contain appropriate justification and support to warrant the change:
(1)
The approval authority for HOR change requests for Service members in the grades of E-1 through O-4 is the summary court-martial convening authority or the first O-5 in the requestor’s chain of command.
This approval authority may not be further delegated.
(2)
The approval authority for HOR change requests for Service members in the grades of O-5 and above is the first superior commissioned officer in the requestor’s chain of command or supervisory chain.
This approval authority may not be further delegated.
c. Accessioning Systems Update.
This directive may impact Army accessioning systems (such as the Army Recruiting Information Support System (ARISS)).
Activities will verify and complete any necessary accession system changes to comply with this directive within 120 days of the date of signature.
5. Proponent.
The Assistant Secretary of the Army (Manpower and Reserve Affairs) is the proponent for this policy.
Where this directive conflicts with any other Army policy or procedural guidance, this directive is controlling—including, but not limited to, the definition of HOR in Army Regulation (AR) 135-133, paragraph 4-2, and other references listed in the enclosure.
The Deputy Chief of Staff, G-1 will incorporate the provisions of this directive into AR 135-100, AR 135-133, AR 135-200, AR 135-210, AR 601-210, AR 635-8, and AR 635-200 within 2 years of the date of this directive.
6. Duration.
This directive is rescinded on publication of the revised regulations.
